Grand campaign

• Bavarian do not surrender upon conquest until Austria ahas been conquered at least once.
• King German Legion build from German production
• – Partisans / militias were not always added to the form pool upon invasion if there were already a few of these units on map.

Added a global supply check at the end of turn. Not good for performance but ensure a good supply check.

Bug fixes:

• The Rename/Duplicate window was not always showing up the first time
• Limited overseas supply sources must not propagate inland
• The read-write error pop-up was not appearing if the game app was missing permissions.
